The soil mix should come within 2-3 cm of
the container's top when the material has settled down.

Initially loosely fill to the brim, and
then gently but firmly press the just damp soil down, especially around
the sides and in the corners of rectangular containers.

It will probably be necessary to add 1-2
cm of soil. If the margin between soil surface and the top edge of the
container is greater than suggested, it may cause the seedlings to
become leggy.

On the other hand, if the soil is closer
to the rim, watering becomes difficult.
